both tank kits i got included the sending unit. i have never got the gauge to work on the second one but it might be the gauge itself, but i have tried 3 different ones. the filler necks were a pain for me but maybe not for everyone else, i don't know. for the first one i went to a truck place in town and dug thru a box of them, found one the hose tapered down to correct size. for the second one i got a old filler neck i think from the 50's with correct diam and got a foot of hose from parts store.
