Spray some wd-40 or pb blaster on it and let it sit for a day or two. Push down on it and turn it about 1/8 turn counter clockwise. If it doesn't pop up on its own, tap on it like you would a jar lid you can't get off. I have never had one I needed any tool to get off yet. Just my hands.
