1937 Chevrolet trucks did come from the factory with rubber pads on the pedals. The "rough" metal pedal was to stop the pad from coming off as you step on it. It creates a "non sliding" issue for the pad with the rough pedal under the pressure of your foot pushing the pedal down.
I think Steele Ruber products are the only way to go on these trucks. My pedal pads have been on my truck since the 80's. They are a set of Steele Rubber pads and are still very flexable and have not torn or ripped. Steele makes a new quality replacement for virtually every rubber part on a 1937 Chevrolet truck.
