OK...decided to take the assembly apart and get a better look at it and promptly sheared both bolt's that hold the lock guide to the floorboard. Looks like they have never been removed. The spring is also bent and will need to be replaced too.
I thought there might be some teeth on the shaft but it looks like the e-brake uses pressure against the shaft that holds it.....is that the way it works??
The manual doesn't offer much help either. Can anyone 'splain how the system works and ways to adjust the tension to keep the e-brake engaged?
