If you are referring to your 1954 3100 with an original enclosed driveshaft rear-end (3.90:1 ratio), you could easily run 60-65 mph with a conversion to a 3.55:1 ring/pinion combination. Larger diameter high-profile radial tires help as well.
Of course, the truck should have a tight, aligned front-end and a well-maintained braking system.
