Hy Elieber, it usually indicates that coolant has been allowed to mix with the oil, and the engine was run after that happened. I would not run that engine with that mixture in the pan. The most likely cause is a blown head gasket, but it can also occur if the engine is overheated and develops an internal crack in the block or head. It looks like you have some detective work to do.
