Did you say this was a 22ft Bluebird? GVW is 22,000 pounds? Seems like a lot of weight for such a short bus.
I've driven 48 passenger school buses with the 292 six and they pulled pretty decent. We have a 6% grade a little of a mile long east of town, it would slow some but still did okay.
A 350 should do fine in that bus. How did the old 350 do before it blew up?
