For what it is worth, when I redid my steering column a couple of years ago if you had a 3 speed there were two different types of seals for the 47 to 54 trucks. It may be that the war era trucks were slightly different. My 52 is a war era truck so some things are slightly different. The column seal is a rubber covered plate with a backing. It seems that it is held in place with three screws, but don't hold me to that. The seal is an elipse that is bent at an angle in the lower 1/3 to match the firewall. I also had to wait untill I redid the steering box to install the seal, as I had to disconnect everything to work on it. As it turned out I had to drop the steering column from the dash, and the frame to get that &^%(*& seal on over the column.
