Wreckers used them and we used them om bobtails to hold them while pumping off gasoline. We always used chock blocks too. They were usually installed at the time a PTO was installed. Your truck must have done something during its life that required something to hold the truck while the engine was running. They were never meant to be a so called parking brake.
