Lifter noise will increase/decrease with engine speed.It is very hard to tell what it is without hearing it for myself.Here are some things to check.
1)oil level full but not overfull?
2)using a pipe or hose can you pinpoint the
area it is comming from ?
3)try to load the engine(in gear)to see if
noise gets louder
4)let us know what you find out
