A mechanical blower or turbo can certainly produce a lot of power, but the biggest gain for the money is mild boost with a nearly stock engine, otherwise it's another money pit.

Conventional speed equipment (big cam, ported head, 4 bbl., header) is a nice project/hobby, but not cost-effective in terms of power per dollar, or maximum power. You still have a small engine when you're done.
