The vacuum wiper motor has a layer of grease on the diaphragm, which hardens with age. For a quick fix, squirt some silicone spray in the vacuum port on the wiper motor and let it set to soften the grease. If the diaphragm isn't broken, this will usually bring the wipers back to life.
