You are right the rotary pump is noisy. Sounds like a full out grinder when running.
The mid rotary is also connected to the front pump (as part of the feed from the tank). It is interesting that governor on the carb has two connections, one to the front pump input and one from the tank/rotary input, with a control lever to select the source. This is helping to sense the pressure differential dependent upon which water source you are using.
