If it's been titled off road or out of state it'll need to be inspected. The inspection consists of a trooper comparing the engine number to the VIN on the title. If you don't have a current title you need to contact your county treasurer (where you get your tags). They can give you all the info you need about what you need to do. My 38 was titled off road so I got to jump through the hoops.
