Well, it was a bad relay. I replaced it and that did the trick (Napa $18). I also took off the custom steering wheel that the PO had installed and put on an original and replaced the little italian sports car horn that was on it and installed an original horn. Now it works. All those years of scrounging extra parts sure pays off.
