It's correct and it makes sense. If you have any question about your horn or relay, ground that horn button terminal and tap on the horn and relay with a screwdriver handle...sometimes you need to wake them up.
If the relay is working, grounding that horn button terminal should make a click that you should be able to feel with your hand in the relay.
