On Chuckthetruck's great web site, I believe he has some pics of how he shortened his original steering shaft by cutting it and fitting another top shaft bearing at the bottom of the shaft. I'm not sure of the link, but I believe he had to ream out the bottom of the tube or something...maybe he will see this and explain it better.
