Here is some more accurate information on the factory style shoulder belts from a great source of information:

Actually, the shoulder portion of the assembly, is a retractable style belt. I have seen them and I have a few of them. When not in use, they retract to the "B" pillar mounting location and pull down, to snap into the lap belt assembly.
I don't have them in my possession, right now, but I have seen them, so I know they exist.
