I can't remember the name of it but there is a rust remover and concrete etcher available at Home Depot in a squarish gallon jug. The product has a dark green tint to it. Only time will tell for sure but it seems to work well, turns the rust to a dark grey tint when it's done. then just wire brush, prime and paint.
