OK, oil problem solved...LOL The oil pressure tube that goes to oil pressure gauge was sitting right there open (where I found the oil). A friend came by and confirmed what Waldo53 stated above and he also found that there were 3 places on the carb that were substantial vacuum leaks which he said could def cause high rpm upon starting.
I have yet to rewire it, but I am certain that will fix the problem with it not shutting off. Anyway, thought the vacuum leak theory might be of interest to some of you for future or past problems.
