no gas in the filter = no fuel pump action, regardless of pedal travel .... the 2nd cable that goes to the carb and then the linkage is the hand throttle, if it's not done right it could restrict linkage movement, there should be a "slip" connection so that regardless of where the hand cable is, the pedal can still control the linkage .... but check out that fuel pump, should fill the filter and carb pretty quick just on the starter
