I'm going to play Devils advocate. Why not buy a bar bend it to shape and have it tempered. 300below.com does cold tempering for NASCAR and claims no dimensional loose. I'm thinking your going to have to heat the sway bar to bend it. Then heat it again to temper it. From what little I know, and I'm not metallurgist or engineer, your not going to do the metal any good. That and adding heat for tempering after you've bent it may not leave you with the shape you wanted.

I've talked with the folks at 300 Below and they were very helpful. They might even be able to tell you what you need for material.
