I've got a hunch.
Have a look at the carb and where your throttle knob hooks up. I'm betting that the PO put the choke on the throttle pull when they busted the choke one off.
My truck is like this, and it seems to work well, so long as you don't need the throttle. I did buy a replacement choke pull, though. I'll put it in when I get around to painting the dashboard.
