If you look at the location of all the crossmembers you'll see they provide stiffness where the leaf spring are mounted to the frame. I've always felt like you can't remove the bellhousing crossmember unless you found a way to replace it, or were changing the front suspension and removing those leaf springs.
So if you are running stock front suspension I'd suggest leaving the crossmember in place and maybe trimming it some for clearance. If you are running an IFS take it out.
But that is just my two cents...
