It's not uncommon for them to get slightly cup-shaped on the bottom and be hard to pull through the bores they ride in. Pull them up as far as they can go and the cam should slide out underneath them after removing the screws from the thrust plate. Then drive them out from the bottom side using a hammer and punch. A cupped lifter is junk and should not be re-used. Ditto for the cam they're riding on! New lifters have a slight convex shapr on the surface that rides the cam so the lifter rotates. Jerry
