to answer my own question, yes it is possible for the hole to be covered by swaged aluminum.
i had all three brain cells firing for about 45 minutes. i figured what harm could done if carefully ground some of the swaged aluminum out with my dremel. after a few passes i poked a torch tip cleaner in from the other side and unclogged the hole.
i wonder how many years the carb was like that?
