Only starts and runs when choke is fully closed. When choke is opened it sound like it will run better but then dies. Gas tank has been steamed, good clean fuel filter. Is this a carb problem (dirty, needs rebuld?) or could it be timing, dwell, etc.? Thanks for any replies
