There is no adjustment of any component that I know of. The bendix should be well into the ring gear before the starter switch is closed and the whole enchilada spins.
A worn starter drive or worn out teeth on the ring gear could exacerbate your condition. There are lots of little pieces of linkage to wear, but they usually give you the reverse problem.
I would pull the starter and check out the drive gear along with the condition of the starter switch. While it's out, give the stomp linkage a jiggle and verify its health.
As I mentioned above, I think the drive should be well seated into the ring gear before the switch even thinks about 'making'.
I'll be you find the problem quite easily.
