Try some minimum-strength LokTite on each tab. DON'T use Medium or Hi-strength, and be careful how much you use or it'll squish out and discolor the covers or rims.

I've used it on the fake plastic wheel nuts in the center of modern GM wheels, and it seems to hold them OK.
