No gasket between the insulation plate and intake manifold (but I think a gasket there would cause no problems).
The insulation plate should have the side with the indentations (for vacuum?) on the top.
The gasket goes between the carburetor and insulation plate (with the cut-outs in the gasket lining up with the indentation in the insulator plate and lining also up with the (vacuum?) hole in the base of the carburetor.
