The topic mentions fuel pump...your post says fuel filter. I'll bet you mean fuel pump.

This task is easier if you use a couple of long bolts with the heads chopped of as dummy alignment tools to slip the pump and gasket up to the block.

It isn't 100% necessary, but because the actuation arm will push on the cam lobe, it tries to tweek the pump, and it's difficult to push it up to the block and get the bolts and gasket aligned.

Do a dry run and you will see what it's all about. One mans difficulty is another mans piece of cake. Good luck.
