The GVW (Gross Vehicle Weight) means the weight of the truck and the carrying capacity total. If the truck weighs 9800, which sounds about right, the carrying capacity would be 15,700 (if the GVW is actually 25,500).

By the way, I checked out some pictures. It is an interesting truck. It looks like you have a 6-292 in there. What trans does it have? Is the rear a single speed or 2-Speed? Just to shoot the breeze a little, I used to own a '62 GMC 4000, 305 V-6, 4-Speed (GVW 19,500) and I used to drive a '62 GMC 6500, 478 V-6, 5-Speed, 2-Speed (GVW 32,000).
