as HIGH as possible. the return hot water comes/pumped to the top so it will gravity fall and cool. But a 16'' fan fills a lot of space on these radiators. there is plenty of room w/ these slim fans now-a-days. I welded 4ea 1/4'' elevator bolts http://www.nutty.com/pdfcharts/elevator_bolt.pdf to the radiator support before i painted it w/ POR-15, used 2 flat 3/4'' straps and 1 long 1/2'' angle to support the entire bottom. nyloc'd all.
on a pusher fan no shroud is to be used, the puller fan gets a shroud.
mount the pusher about a 1/2'' away from the radiator.

now that i've said this you don't say if this is an electric fan you're using.
if it is i used 2 relays to run it.
