Take the master cyl. apart. There is a little funnel in the resorvior with a tiny hole in it that goes into the cyl. Check to make sure this hole is open. You may have to get a tiny piece of wire to clear it out. Check for any pits in the cyl. If there are any too deep to hone out you will need a new master cyl. THe price you mentioned sounds kinda high.
