The bushings shackles are most likely worn and should be replaced, but unless the springs are damaged in some way I'd keep them.
I recently found three broken leafs in one spring on my Suburban. I bought shackles and bushings and then used the springs off a parts truck I already had. Seems to have worked out real well.
