Is the outer housing clamped securely? If the housing isn't fixed, then it'll never work. Not only at the carb, but where it is crimped near the knob end. I've seen cheap ones that pop apart on the first push/pull. The best ones I've found are/were Holley brand. They put a full hex crimp and not just the cheap 2 sided pinch.
