The top part is fuel, the bottom is vacuum. The plumbing for the vacuum side goes like this, from the manifold to the "in" side, from the "out" side to the windshield wiper motor. If your wiper motor doesn't work with that plumbing you have a problem with the wiper motor. Take the top off and soak the leather "piston" in oil until it softens, then it should work.
