You can take the air horn (top cover) off the Qjet without taking it off the car. I'm betting that the float has hung up. There is a little plastic spacer that sits on top of the float valve and around the main metering rods. This may be hanging up the float, or the needle just has crud on it.

The old fuel pump may have been providing more pressure to the float, helping it open. The new one may be more in spec and it's not enough to overcome the sludge in the carb.

If the accelerator pump is stuck that may be an indication that the carb is full of sludge and needs to be cleaned out.

Qjets aren't terribly hard to overhaul. Doug Roe has a good book about them.
