Beautiful new engine. Someone has informed you correctly...the new GM HEI on your new engine requires 12 volts, no resistor used.
A electric choke uses full voltage too. I don't know if there is a new version called an 'electronic' choke that might use reduced voltage, but I doubt it. Maybe you meant electric.
