We have a special puller because we used to do a lot of inframes. However, I have seen pullers improvised using a porta power or modifying a puller to work, However, if the piston pulled the liner, it will come out easily. However, once you have the liner out, you need to check the counterbore and the sealing surface where the seal and rubber o rings seal. It needs to be very clean and free of rust. If there are pitted spots in it, we used to fill them in with bondo and prepare the surface like one would to paint it.
