54gmc, are you saying that you have the lines loose or not connected to the pump or not connected to the wiper motor and you hear the tweet,tweet noise with the engine running?
Did you hook up a vacuum guage to the vacuum assist on the pump and get a reading?
OR at least put your thumb/finger over the end of the line to see if you feel a vacuum?
