There are a number of folks who rebuild/restore them. I purchased one already restored on ebay. I recommend checking Hemmings Motor News site & doing a search of their advertising section. Having said all of that my understanding is there are a set of points that close when needed, allowing a winding mechanism to wind the clock. It's possible the points just need cleaned which you could probably do yourself.
I put the clock in my 38 on a switch. When I go to shows I turn the switch on and have a functioning clock but when it sits for two or three weeks the switch is off so it doesn't drain the battery or wear out the clock.
