Someone asked if your amp. meter on the dash is working. When you accel. the engine it should go over to the charge side or at least to the middle depending on the bat. state of charge. Turn the lights on & try it again . It should still go over to the charge side. If it doesn't remove the feild wire from the regulator & ground it. Try accel. the engine again. The charge should go way over. (Don't do this very long). If it does & it doesn't charge when it is hooked up your regulator is defective, providing all the wireing is good. A volt meter is good at checking these. With the voltmeter hooked across the bat with everything off you will have 12-12.5 volts . Start the engine & accel. it . The voltage should go up to about 14 volts. If not do the field ground test again. If it does then, again the reg. or wireing is defective. All this needs to be done with a full charged bat in good condition.
