The new springs and lack of weight on the frame are all factors in the shocks not reaching their mounts. You'll probably have to wait until the suspension settles to install the shocks.
Do yourself a favor and measure the compression and extension of those shock so you can get an idea of their travel and also the midpoint which is where you want the shock to be at it's installed height. If it doesn't look like that shock is going to meet those requirements, you might want to send them back and get a longer set.
