Pressure isn't to bad. What you need to do is pull the head and see what the problem is. Check the cylinder walls for scratches and use a hole gauge to check for concentricity. Another problem could be a hole in the piston. In my experience, a burnt valve, unless it is really warped, will still hold some pressure. Can you hear it out the exhaust or through the crankcase?
