Another option is to use a single edge razor blade to "shave the run" off. You hold the blade at 90 degrees to the panel then gradually shave off the thickest part of the run. Once you have it close, you wrap sandpaper around a paint stick or small wooden block, then sand it level. Once you have it level you can polish out. Paint stores also have a tool for this called a "run blocker" or you can order them online at autobodystore.com.
