You should get about 34 degrees full advance without the vacuum. The vacuum will add a few degrees at cruising speeds for economy. I find some engines surge like that with the vacuum advance. Try driveing it with the vacuum disconnected & plugged. You may have to get an adjustable vacuum chamber & limit the amount of advance. Usually an automatic trans works best with the advance hooked to ported vacuum.
