I just re-read you post above and realize that what I am looking at on my truck is exactly as you mentioned. THERE IS a flat spot on the rivet. Looking at your pictures I see now how the mechanism works.
I believe I can make something that will work. (apologies to the purists) I will try to engineer it to avoid causing permanent damage to the regulator.
