I also was missing this part and my mechanism was in a bad state. It seemed the only place to put it was on the bottom of the steering wheel. If I remember correctly it attaches with 3x screws. The protruding part fits in a groove in the signal mechanism thereby pushing the mechanism and it "rolls over" under the spring pressure. It works very well now.
