In Kansas, with the bill of sale, you give the Highway Patrol a call, and they send someone out to inspect the vehicle. Not so much a safety check, but to see if the numbers they find, either a VIN plate or the numbers off of the engine don't show up as being reported as stolen. They then issue you a vehicle inspection report,and if the vehicle doesn't have a VIN plate, they will issue you a VIN number and a plate, and you take that and the bill of sale to the courthouse, and the state will issue you a new title. With proof of insurance, you can at that time get your tags also after paying the registration fees.
